start a petition.you need 75% of the HOMEOWNERS.
this is part of the covenent.it was set up that way so rules could not be changed year to year and on a whim.so go ahead tina z or a,which ever it is today,start the petition drive,i'll sign it.there are by-laws i would like to see changed and ones i would like to see enforced.just remember its 75% of homeowners,not residents.
